The purposes of this project included: 1) to collect the literatures from abroad and in Taiwan about the types and quantities of the filling materials for land reclamation, the states of final disposal facilities, and its policies; 2) to draw up the short-term, medium-term, and long-term schemes; and 3) to establish the standards of landfill facilities and its relevant supplementary measures. In order to solve the problems of insufficient landfill space and suspension of constructing new landfills, this project planned to integrate with port development plan to carry out “Land Reclamation Project,” and dealt the problems with innocuous non-combustible wastes, sediment of reservoirs, and construction waste soil. Without causing impacts on coastal environment and ecology, this project would not only solve the landfill problems but also create reclaimed lands. This project also investigated the types and quantities of filling materials for reclamation, and finished a feasibility study, which included revetment and imperviousness techniques, pollution prevention, environmental monitoring, operation and management, on the reclaimed lands and supporting measures. The vice superintendent of the EPA leaded the team to conduct a survey of “Osaka Bay Phoenix Project” and “Singapore Semakau Project” in July and September this year, and observed the power and responsibility of the governments, construction budget, management regulations, conditions of location, considerations of environment and biology, experiences of using reclaimed land and so on. Besides, this project also suggested candidate locations which are Taipei Port, Taichung Port, and Kaohsiung Port and also recommended the primary development for those ports. In addition, this project suggested candidate locations for prior development from 3 independent candidate sites (north, midland, and south of Taiwan). Furthermore, this project drawn up the short-term (2013-2014), medium-term (2015-2020), and long-term (2021-2026) schemes. Tis project has already drawn “Land Reclamation Project (Draft)” and “Land Reclamation Plan (Draft)” up with “Sustainability of Resource Recycling and Reuse Promotion Plan (Draft).” Initial feasibility study will be performed when this project is approved.
